Justice Reform 25-Year Plan
Restoring dignity, accountability, and efficiency to Alaska's legal system for the next generation.
Justice is more than a legal outcome—it is the foundation of community trust. Our 25-year plan moves away from short-term fixes and bureaucratic inertia, focusing instead on a system that works for every Alaskan, prioritizing human dignity, public safety, and fiscal responsibility.
Justice Should Work for the People
The law is not meant to be a tool for state bureaucracy, but a shield for the citizen. We believe in a justice system that is transparent, accessible, and rooted in the needs of our local communities.
A System That Works From Start to Finish
A truly effective system requires alignment across policing, our courts, and our correctional facilities. Gaps in communication and inconsistent standards lead to delays that hurt both victims and the accused. We will rebuild these connections for total systemic integrity.
My Core Belief
My belief is simple: No one is above the law, and no one is below it. The justice system exists to protect individual liberty and ensure safety. When it fails to do either, it fails us all.
What’s Broken in the Current System
- Unmanaged backlogs and massive delays in court proceedings leave victims waiting years for closure.
- Rising operational costs that are not yielding safer communities or better outcomes.
- A noticeable decline in community trust toward law enforcement in several regions.
- Inefficient digital infrastructure that hinders transparency and slows down vital cross-departmental coordination.
The 10-Part Justice Reform Plan
1. Community Policing & Trust
- Focus on de-escalation and neighborhood relationship building.
- Increased funding for root-cause social services integration.
2. Judicial & Court Efficiency
- Implementation of advanced digital management to clear backlogs.
- Fast-tracking simpler cases to focus resources on violent crimes.
3. Equal Access to Defense
- Matching public defense funding with prosecutorial resources.
- Ensuring consistent representation across rural communities.
4. Smart Sentencing Reform
- Replacing rigid mandates with judge-led proportionality.
- Focusing incarceration on truly violent threats to society.
5. Safety-Based Bail Reform
- Eliminating wealth-based detention.
- Basing pretrial release on data-driven public safety risk assessments.
6. Rehabilitation & Mental Health
- Mandatory vocational training access within all state facilities.
- Robust mental health diversion programs for non-violent offenders.
7. Accountability & Oversight
- Establishing independent community review boards for transparency.
- Standardizing data collection for all justice outcomes.
8. Victim Support Services
- Streamlined restitution processes for faster survivor recovery.
- Trauma-informed navigators for victims throughout the legal process.
9. Juvenile Justice & Prevention
- Expanding youth education and mentorship programs statewide.
- Closing the school-to-prison pipeline through community support.
10. Successful Reentry Focus
- Employer tax credits for hiring formerly incarcerated individuals.
- Partnerships with housing nonprofits to prevent homelessness after release.
